Rolling with locking casters. Both levels adjust and tilt. Just assembled right out of box. I also have a second one still in the box. Took about 45 minutes to assemble. I will sell the one in the box for $95 if you want to put it together yourself.
33" wide, 18" deep and adjusts up to 41" high. You can also use this as a standing desk for your laptop as it is totally adjustable. These go for between $300-400 new.
