Why is it illegal for deaf homeless people to get foodstamps (Tampa)

I'm deaf and homeless and 62 disabled physically and an American born citizen who has workedand paid taxes my whole life. Been trying to get foodstamps for the last 5 years and every time I go to dcfs I get kicked out couse I'm deaf . So someone explain to me about this law dcfs claims to exist that it's illegal for deaf homeless people to get foodstamps.
